The Environment Protection and Biodiversity Conservation Act 1999 (the EPBC Act) is the Australian Government’s central piece of environmental legislation. It provides a legal framework to protect and manage nationally and internationally important flora, fauna, ecological communities and heritage places.

Discussion Paper

discussion paper has been prepared to assist participants to make a submission.

The paper is intended to be thought-provoking and outlines key information about the EPBC Act, what it does and where it came from. The paper identifies some of the long-term pressures on Australia’s environment and heritage, and known concerns with the operation of the legislation, especially with its regulatory processes.

In the paper potential areas of focus for the review are explored, and possible options for reform floated. These are not settled views, rather a starting point to stimulate discussion. The aim is to explore a wide range of options and to develop sensible recommendations for reform that can be implemented.

Please read the discussion paper and prepare your submission as a response to the specific questions and broad questions asked.

Additional information and background on the EPBC Act are available as well as further information on the review process.

QORF Comments

Quote from QORF’s comments on the EPBC Review

QORF believes that the current EPBC Act should be strengthened to protect nature to prevent the destruction of habitat and the extinction of many species.

We believe that strong national environmental laws should allow for appropriate human activities in appropriate places at appropriate times, while protecting nature.
